Doubling as an international conference center, this hotel has bargain, upper-floor guest rooms, which, though basic, are large, comfortable, and light filled. There are also two floors of serviced apartments for long-term guests. The building is in a residential neighborhood, up a hill beyond the Shangri-La hotel, a 10-minute walk from the Orchard and Scotts roads intersection. The rooms all have coffeemakers, and breakfast is included. Because the hotel is such a good value, make reservations well in advance.
